Currently, FH1360 is seeking a short-term qualified, and experienced consultant to conduct a consultancy assignment for its USAID funded Tulonge Afya project. The aim of the USAID Tulonge Afya project is to support the Government of Tanzania (GOT) to improve the health status of its citizens, especially women and youth through the promotion of positive health practices in households and communities, using a comprehensive, integrated communication approach.
The project will catalyze opportunities for Tanzanians to improve their health status by transforming socio-cultural norms and supporting the adoption of healthier behaviors. By addressing key social and cultural norms and SBCC system needs, USAID Tulonge Afya will identify the drivers of behaviors directly tied to health and leverage SBCC approaches to achieve the following results:
- Result 1: Improved ability of individuals to practice healthy behaviors
- Result 2: Strengthened community support for health behaviors
- Result 3: Improved systems for coordination and implementation of SBCC interventions
Consultancy Description
Under the direction of the USAID Tulonge Afya Communication Director and in close collaboration with USG PMI-funded implementing partners in Zanzibar (USAID Boresha Afya and VectorWorks), the consultant will work with the ZAMEP management and senior SBCC staff to achieve the following objectives and deliverables:
- Review existing SBCC Malaria messages. media content, print materials and community interventions to inform technical assistance provided
- Provide SBCC technical assistance to guide the development and finalization of the 2018/2023 National Malaria Elimination Communication strategy
- In coordination with stakeholders, develop the Terms Of Reference (TOR) for the 2018 Knowledge, Altitude and Practices (KAP) Survey and facilitate preparations for roll-out of the survey
- Identify SBCC training and supervisory needs as they pertain to ongoing Malaria community programs, recommending corrective action plans where required
- Guide the coordination and integration of Malaria SBCC activities into other health programs, recommending a coordination framework to guide SBCC technical collaboration, co-investments, work complementarily and relationships between ZAMEP's SBCC staff and other health programs within the MOH
- Provide technical oversight and guidance to ongoing SBCC campaigns and activities, including recommending M&E activities that help to track whether these campaigns and activities are aligned to and delivering against ZAMEP's FY2018 work plan SBCC priorities and objectives
- Recommendations on SBCC best practice approaches, activities and other reference documents that ZAMEP can reflect on and adapt to bridge SBCC program quality and impact gaps
- SBCC training and supervision plan
- SBCC Coordination Framework for ZAMEP and MOH
- 2018 Knowledge, Attitude and Practices Survey Terms of Reference and protocol
- First draft version of the 2018/2023 National Malaria Elimination Communication Strategy
- First draft version of SBCC M&E plan and indicators
Preferred Qualifications/Requirements:
- Master's degree or its international equivalent in communication, social marketing, sociology or a related field. A Master's degree in Public Health will be an additional advantage
- At least 7 to 10 years of experience supporting SBCC strategy development and programs in the development field
- Understanding of and expertise in Malaria program experience being an additional advantage
- Strong understanding of the Zanzibar context essential and experience working in Zanzibar preferred
- Ability and experience of working with stakeholders at a high level
- Familiarity and/or demonstrable understanding of National SBCC/BCC Policy Framework in Zanzibar
- Familiarly and understanding of the current USG President's Malaria Initiative health priorities and standards for Zanzibar an advantage
- Proven experience engaging with high-level government and implementing partner stakeholders
- Verbal and written fluency in English and Swahili required
- Demonstrated ability to write clear & concise reports including analytical documents in English
- Strong consultative skills and ability to work efficiently and effectively both autonomously and in teams
- Immediate availability absolutely essential
