VACANCIES ANNOUNCEMENT
On behalf of the Higher Education Students’ Loans Board (HESLB) and Tanzania Food
and Nutrition Centre (TFNC), Public Service Recruitment Secretariat invites qualified
Tanzanians to fill 5 vacant posts as mentioned below;- Nafasi za kazi Bodi ya mikopo 2018
1.0 THE HIGHER EDUCATION STUDENTS’ LOANS BOARD (HESLB).
The Higher Education Students’ Loans Board (HESLB) is a body corporate established
under the Act No.9 of 2004, (as amended in 2007, 2014 and 2016) with the objective of
assisting needy and eligible Tanzania students to access loans and grants for higher
education.
1.1 COMPUTER SYSTEMS ANALYST CUM WEB DEVELOPER GRADE II– 2 POSTS
1.1.1 DUTIES AND RESPONSIBILITIES.
i. Analyze user requirements for development of new system(s) or enhancement of
the existing system(s);
ii. Liaise with respective user(s) in case of any clarifications on the requirements
submitted and keep record of the same;
iii. Design system as per user specifications resulted from analyzed and translated
user requirements;
iv. Undertake development and enhancement of various systems including webbased
applications;
v. Review the designs as per changes made in user requirements or specifications
for new systems or existing systems;
vi. Collaborate with users in undertaking user acceptance testing (UAT) of new
system(s) or enhanced system(s);
vii. Collaborate with other technical staff in documenting systems’ manuals including
technical and user manuals;
viii. Train system users where necessary and assist in support of the live web
applications as and when required;
ix. Design and develop web interfaces for various systems in place where
necessary;
x. Advise the Manager on overall strategy regarding system development and
documentation for sustainable implementation;
xi. Carry out any other assignments assigned by the Manager.
1.1.2 QUALIFICATION AND EXPERIENCE
Holder of Bachelor’s Degree or Advanced Diploma either in Computer Science,
Software Engineering or related field from a recognized institution or university plus
excellent communication skills in both English and Kiswahili. MCSD, MCSE
certifications or equivalent will be an added advantage.
1.1.3 REMUNERATION
Salary Scale: HESLB Scale 4.
2.0 TANZANIA FOOD AND NUTRITION CENTRE (TFNC)
Tanzania Food and Nutrition Centre (TFNC) is the source of the Government’s policy of
first phase of dealing with the problem of malnutrition in the country. Following the
introduction of the 1967 Arusha Declaration attitude was to strengthen social services,
particularly in rural areas. In 1968 former President the late Mwalimu J. K. Nyerere
repeated emphasis on the importance of nutrition in the development of people and the
nation as a whole. That was a major impetus in the fight against malnutrition in the
country. The Ministry of Health has already had a nutrition unit. Ministry of Agriculture
and Education have introduced their units’ nutrition. By the year 1969, 27 districts in 16
regions were initiated its units nutrition.
2.1 RESEARCH OFFICER II– STATISTICS (1 POST)
2.1.1 DUTIES AND RESPONSIBILITIES
i. To assist in collecting and processing data related to nutrition
ii. To participate in analyzing data related to nutrition
iii. To participate in designing research tools related to nutrition studies
iv. To participate in producing the Centre’s periodic reports

2.1.2 QUALIFICATIONS AND EXPERIENCE
Holder of an upper second class Honours degree in Statistics from a recognized
institution with at least three (3) years of working experience in a reputable organization.
2.1.3 REMUNERATION
Salary Scale: PRSS 2.1 Nafasi za ajira bodi ya mikopo 2018
2.2 ASSISTANT ACCOUNTANT II -(1 POST)
2.2.1 DUTIES AND RESPONSIBILITIES
i. To prepare petty cash vouchers
ii. To receive and keep in proper custody all suppliers bills
iii. To assist in checking arithmetical accuracy of accounting records
iv. To maintain accounts records
v. To assist in preparing bills and other debt documents
vi. To perform any other duties assigned
2.2.2 QUALIFICATION AND EXPERIENCE
Holder of Accounting Technician Certificate (ATEC)/Foundation Stage of CPA(T) or its
equivalent from a recognized institution
2.2.3 REMUNERATION
Salary Scale: PGSS 3.1
2.3 DRIVER II (1 POST)
2.3.1 DUTIES AND RESPONSIBILITIES
2.3.1 DUTIES AND RESPONSIBILITIES
i. To make sure that a vehicle being driven out of the Centre has a Valid written
permit
ii. To dispatch, collect and distribute various documents including mail
iii. To maintain log sheets for all journey
iv. To undertake minor repairs of centres vehicles
v. To follow-up regular services of centre vehicles and routine check-up of vehicles
vi. To maintain all vehicles and accessories in good condition
vii. To perform any other duties assigned.
2.3.2 QUALIFICATIONS AND EXPERIENCE
Holder of at least Form IV Certificate, valid Driving License Class “C” and must have a
clean records in driving with at least four (4) years of working experience.

Salary Scale: POSS 3
